FRANKFURT?/?SAN FRANCISCO (Reuters) - In response to a request by German authorities, Twitter on Thursday blocked messages in Germany posted by a right-wing group banned by local police.?

Twitter's move marked the first time it has implemented a new feature, called "Country Withheld Content", that allows the service to narrowly censor tweets considered illegal in one specific country.?

A Twitter spokesman confirmed Thursday that the account operated by the Besseres Hannover group and all of its content have been blocked for German users, but "remains visible to Twitter users in other countries".?

As it rolled out its blocking tool for the first time, Twitter found itself caught in the crosswinds of public pressure, a situation likely to become frequent as the service, now boasting 140 million monthly active users and growing, continues to expand in reach and influence.?

"I will not go so far as to call the policy good, but they're attempting to do the least damage" because Twitter's blocking tool only applies to users in one country," said Eva Galperin, a coordinator at the Electronic Frontier Foundation, a digital free speech advocacy group.?

Some Twitter users chimed in with concern.?

"And now Twitter will censor accounts based on requests from governments," a user from Chicago named Brian Stanish tweeted. "What if this happened before the Arab Spring?"?

The Anti-Defamation League praised Twitter's move, but said it needed to go further to ban offensive and hate speech in its terms of service. Compared to social media services like Google Inc's YouTube and Facebook, Twitter currently has one of the most lax terms-of-service restricting speech, reflecting the company's long-stated position that it would rather err on the side of free speech.?

Earlier this week, the ADL criticized the company for allowing the "#unbonjuif" ? or "a good Jew" ? hashtag to circulate in France, which prompted a flurry of anti-Semitic tweets. Speech that incites hate toward people or groups based on religion, race or ethnicity may be prosecuted under French law.?

Robert Trestan, the Cyber-hate Response group director at the ADL, said Twitter was increasingly the social media platform of choice for anti-Semitic groups compared to Facebook.?

"Twitter is the easiest way to spread that message and use those hashtags," Trestan said?

For its part, Twitter's top executives have long vowed to resist censorship except when it conflicts with local law. Alex Macgillivray, Twitter's general counsel, declared in 2011 that Twitter would represent the "free speech wing of the free speech party".?

Following the announcement that Twitter had blocked the neo-Nazi group Thursday, MacGillivray tweeted: "Never want to withhold content; good to have tools to do it narrowly & transparently," and linked to a copy of the police letter.?

The Twitter spokesman said the move to block messages Thursday by Besseres Hannover ? which means "a better Hanover" ? came at the request of police in the northern German city.?

According to Hanover police, Besseres Hannover was banned on September 25 and ordered to halt all its activities. Public prosecutors searched the homes of more than 20 suspected members of the group last month who are accused of forming a criminal organization with the intention of committing crimes.

Police said the group had 40 members and had recently distributed copies of its far-right magazine at schools.?

Hanover Police President Axel Brockmann said in a statement last month he had pledged when taking office "to crush this group of neo-Nazi and far-right activists wherever it appeared".?

Authorities and residents across Germany have become more sensitive to the threat of far-right militants since revelations last year that a neo-Nazi cell waged a seven-year racist killing spree through the country, murdering nine people, mostly of Turkish origin.?

Man Who Spent Time In an Iranian Prison Thinks California's Are Worse

If you're going to do a deep investigative story on the horrors of prison confinement why not ask someone who has some experience being locked up in terrifying?conditions??Shane Bauer was one of three American hikers who was arrested in Iran after the crossing over the border from Iraq in 2009. He spent 26 months in Tehran's Evin Prison, the first four of them in solitary confinement. He wasn't given a lawyer, a trial, or even an idea what he was supposedly guilty of.

After finally being released last year, he began working for Mother Jones on an investigation into the treatment of inmates in the California penal system, where the use of solitary?confinement?has become part of a system-wide effort to control inmate violence. After seeing the conditions that prisoners have to live with, Bauer found the difference between the two countries was not as great as you might think.?While he admits that he can't?directly?compare his experience in Iran to that of a convicted criminal in the U.S., in some ways, the plight of those in California's?Security Housing Unit (SHU) is much, much worse.

Do I point out that I had a mattress, and they have thin pieces of foam; that the concrete open-air cell I exercised in was twice the size of the "dog run" at Pelican Bay, which is about 16 by 25 feet; that I got 15 minutes of phone calls in 26 months, and they get none; that I couldn't write letters, but they can; that we could only talk to nearby prisoners in secret, but they can shout to each other without being punished; that unlike where I was imprisoned, whoever lives here has to shit at the front of his cell, in view of the guards?

"There was a window," I say.

Prisoners in California's SHUs get no windows and no clocks. Their cells aren't big enough to pace in and human contact is almost non-existent.?But the scariest aspect of their situation is the manner by which prisoners get placed in the solitary unit and cannot find their way out. Bauer's found that the process by which someone gets "validated" as a threat is highly secretive, easily corrupted, and probably unconstitutional.?

When Josh Fattal and I finally came before the Revolutionary Court in Iran, we had a lawyer present, but weren't allowed to speak to him. In California, an inmate facing the worst punishment our penal system has to offer short of death can't even have a lawyer in the room. He can't gather or present evidence in his defense. He can't call witnesses. Much of the evidence?anything provided by informants?is confidential and thus impossible to refute.

While a prison term is assigned by a judge, the amount of time in solitary sentences can be indefinite and the way out, impossible. The quickest route into the hole is to be?associated?with a prison gang, but anyone can accuse you of that without evidence and the appeal process is a joke. (The number of inmates who have successfully?overturned?a gang?validation?is 0.4 percent.)

The quickest way out of solitary is to accuse some one else. By revealing everything you know about a gang, you can earn your way to slightly better quarters, while also earning the wrath of those you might have ratted on. But if you aren't actually in a gang (which you can't prove in court), then you have nothing to offer authorities and?remain?where you are.

Finally, there's the matter of whether solitary?confinement?should even be allowed at all. Numerous studies have found that prolonged isolation creates horrible psychological problems, including depression, hallucinations, and suicidal thoughts. Many consider it a form of torture and like many advanced interrogation?techniques, there is little evidence that it does any good. Despite claims from prison officials, violence in California prisons has not abated even as the number of inmates in solitary has exploded. Solitary confinement takes a tremendous toll on those who are subjected to it and the pain doesn't end after you're released. Just ask Shane Bauer:

What I want to tell Acosta is that no part of my experience?not the uncertainty of when I would be free again, not the tortured screams of other prisoners?was worse than the four months I spent in solitary confinement. What would he say if I told him I needed human contact so badly that I woke every morning hoping to be interrogated? Would he believe that I once yearned to be sat down in a padded, soundproof room, blindfolded, and questioned, just so I could talk to somebody?

After initial confusion caused by the release of names without ages or addresses, a judge on Tuesday granted a request for additional information about the first 21 names out of what's believed to be more than 150 men accused of paying a fitness instructor for sex.

The list included former South Portland Mayor James Soule, who didn't return calls to his home and business, and didn't answer his door.

Others on the list included a lawyer and a real estate appraiser. The men ranged in age from 34 to 65.

The town had been awaiting the release of the list since 29-year-old Alexis Wright was charged this month with engaging in prostitution in her dance studio and in an office across the street and secretly videotaping many of her encounters. Police said she kept meticulous records suggesting the sex acts generated $150,000 over 18 months.

Wright, from nearby Wells, has pleaded not guilty to 106 counts of prostitution and other charges. Her business partner also pleaded not guilty to 59 counts.

The Kennebunk Police Department plans to release the remaining names of clients every other week as they're issued summonses on an activity log, meaning the disclosure of names could continue until the end of the year. The next batch is due to be released Oct. 26.

The first wave of names initially created havoc for some innocent men because the lack of addresses and dates of birth made it impossible to verify exactly who was among the accused.

The addresses, ages and other identifying information of the johns were withheld after a judge ruled that state law required them to be kept confidential because the alleged sexual encounters may have been videotaped, making the men potential victims of privacy invasion.

On Tuesday, Superior Court Justice Thomas Warren reversed course, ruling in favor of a request from The Portland Press Herald newspaper that sought the release of the addresses and other information.

Press Herald attorney Sigmund Schutz argued Tuesday that releasing only partial information was unfair to people not on the list.

"The fact is that by releasing names only, you're getting a lot of false positives. You're implicating people who may be completely innocent and simply share the same or similar names with people charged, and that's a real harm," Schutz told The Associated Press.

One of those men was Paul Main of Alfred, whose quiet evening was shattered Monday by a phone ringing off the hook and a half-dozen TV crews showing up on his porch. Reporters wanted to know if the retired sheriff's deputy was one of the johns.

It turns out Main's name is shared by at least 20 others in Maine, including one of the clients.

He spent Monday night and Tuesday trying to clear his name.

"I don't have a problem with releasing names. I think it's a wonderful thing, but I'll be darned if it's right to do it in a shoddy manner," said Main, a retired spokesman and head of the detective division for the York County Sheriff's Department.

Some news organizations published the initial list. Others, including the AP, declined to release any names without first verifying them.

Roy Peter Clark, senior scholar at the Poynter Institute, a Florida-based journalism think tank, said that just because a name becomes public doesn't mean news organizations have to race to publish it.

"What journalistic purpose is served by publishing the name, and how do you balance that against the harm that may be done to these people, their families, their children?"

Clark said the situation would be different if the name of a public figure appeared.

"If the police chief is on the list, if the school superintendent on the list, I would approach those people directly and try to determine whether their actions are not just a personal moral failure but climb to the level of social, public hypocrisy," he said.

As a former law enforcement officer, Main said releasing the names helps hold suspects accountable for their misdeeds. But, he added, other information should be released as well to protect those whose only connection to the case is having a common name.

"I don't want to see other people going through the same thing that I've been through," he said.

Does beer make you shlur your wordsh? You're not alone: drunk zebra finches (Taeniopygia guttata) sing songs that are blurrier and more disordered than those of their sober counterparts.

What's more, binge drinking may permanently impair juvenile finches' ability to learn new songs ? which could have implications for our understanding of the effect of heavy drinking on adolescents.

Having a unique and interesting song is important for zebra finches to mate, and each male develops his own signature tune as he matures, says Christopher Olson of Oregon Health and Science University in Portland.

Because zebra finch song is so well studied, Olson and colleagues decided to find out how alcohol would affect it. First, they had to find out whether finches are even interested in alcohol.

When they gave a group of adult finches 6 per cent ethanol in their water bottles, the birds drank enough of it that their blood alcohol content sometimes reached 0.8 per cent: the legal limit for drivers in many places.

The birds were also happy to sing while drunk. Using audio analysis software, the researchers determined the degree of "white noise", or disorganised sounds, in their songs. The drunk birds' songs were significantly more broken and disorganised. "It's their husky bar voice," says Olson.

Next, the researchers tested how alcohol affects song learning by putting 3 per cent ethanol in the water bottles of birds who were only 40 days old and had just been weaned. They left the spiked water there for 90 days and measured the birds' songs periodically.

Almost immediately, significant differences appeared between these birds and controls. Normally, Olson says, young birds "babble" and experiment with disordered noises before settling on their own song, which is inspired by their fathers and cagemates.

But the drinking finches experimented less, and settled on a simple song at day 55.

It's surprising how early the researchers could see the effects in the adolescent birds, says Ofer Tchernichovski at the City University of New York. He says it is the first study of the effects of a drug on such a well-understood learned behaviour, and adds that he is curious to know what happens when the alcohol is withdrawn.

The researchers hypothesise that alcohol might be suppressing the young birds' creativity by hurting the plasticity, or flexibility of their brains to learn. In general, finches are no longer able to learn new songs as adults, Olson says, so the effects could be long-term. They are now following these birds for longer to determine whether adult birds become dependent on alcohol, and whether the young birds' songs develop any further if alcohol is withdrawn.

Olson presented the results at the Society for Neuroscience meeting in New Orleans, Louisiana, this week. He says the work may also tell us something about how learning behaviour in the adolescent human brain is affected by binge drinking.

The broadly undulating back pasture is a lovely setting in which to enjoy a cup of coffee and biscuit early on a warm morning. Charlie totes his folding chair from our cabin; I opt for the grass, eye-level with the chicory, which always seems to draw its most intense blue from sun-drenched drought. Sipping from our mugs this morning, we watched the light spread slowly and inexorably over the 40-acre expanse and scanned the sky hopefully for any signs of rain.

The shadows that converged on us came not from any clouds, but compliments of Buck and Mary, our Belgian draft horses. Early risers like us, they ambled up nosing for carrots and grain, which we often carry out to them. To their disappointment, they found we were empty-handed save for our mugs and a few crumbs.

Not that that prevented them from hanging out with us for a companionable 10 or 15 minutes. Buck nosed the steam from my cup as if it might at any moment give off the familiar oaty fragrance he coveted. Mary planted her big hooves on either side of Charlie and stared placidly off into space as he moved his bare feet back under his chair. I sipped and shifted my cup from hand to hand as Buck's big lips played around its rim, knowing one good snort from the horse would geyser my hot brew over us all. Both animals' faithful winged attendants found welcome new territory on our bare arms and legs.

Reverie over for me, I stood and led the horses back to the cabin for their morning treats, giving Charlie another few minutes' peace. After feeding them their carrots and pouring grain in the old wheelbarrow, I finished my drink on the cabin steps.

Charlie sat serenely stretching his legs in the distance. Buck and Mary hoovered up their repast, their versatile lips brushing and polishing the old wheelbarrow's metal bottom to a dull burnished sheen.

It wasn't exactly a climatically controlled Starbucks experience. But I can get that anytime I drive to town. As a way to start the day you can't beat breakfast with a couple of draft horses. Flies and all.

KANSAS CITY ? The United States back line has been the least of its trouble, a slip from Clarence Goodson here, or a slide there from Geoff Cameron notwithstanding.

Three of five goals conceded by the United States in five matches have come on direct free kicks. One of those was in the second half against Guatemala back in June, when Marco Pappa reminded everyone that he can hit a swell free kick, and that he change the game in an instant when handed a good dead ball situation.

Two months later, the United States went up a goal against Jamaica down in Kingston. But fouls from U.S. midfielders Kyle Beckerman and Maurice Edu provided the home team with two big opportunities to aim direct free kicks at Tim Howard?s goal. Sure enough, they converted both, spelling the difference in a 2-1 Jamaican victory.

So, the problem isn?t defending per se. It?s fouling in dangerous areas, which leads to free kicks, which ? well, you can connect the dots.

I asked Tim Howard today if there was anything in particular the United States defenders and midfielders could work on to quash this alarming tendencies for fouling in dangerous spot, or if it was just an awareness issue?

?Yeah, just not doing it,? he said.

Howard recalled a run at Everton where something similar was happening, where too many free kicks and corner kicks were proving painful and costly. The manager addressed it by harping on the need to avoid giving away those chances.

?If you can drill it into people?s heads, they don?t do it,? Howard said.

?That?s just getting lazy, not concentrating, getting a little bit fatigued. I think it?s the easy way out of defending, to give away fouls in dangerous areas. I think, 25 yards from goal, the only way you should give away fouls is if the guy is clear in one goal. Otherwise you?ve got to trust your defenders, you?ve got to trust your goalkeeper. You just can?t give away fouls.?

It?s a particularly prickly issue in this one because Guatemalan striker Carlos Ruiz is a peach at drawing fouls. And Pappa (right), as we know, can finish them.

?It?s tricky,? U.S. center back Geoff Cameron said,? because he looks to initiate the contact. But then if there?s too much contact, he?s looking to draw the foul.?

There?s one more issue to consider here, however, that works to the U.S. advantage. Clint Dempsey reminded reporters just before Monday?s evening workout at Livestrong Sporting Park that ?home cooking? and CONCACAF tend to cook up well together. He pointed out the number of juicy opportunities on free kicks the other fellows tend to get when the Americans are visiting. But in fairness, he knows the Americans get a bunch of them at home, too. (They certainly did against Jamaica last month in Columbus.)

So, maybe it won?t be such a problem tomorrow, after all.
